A lifelong resident of Sangamon County, Curtis Howard is a 24-year state employee and currently serves as Senior Administrator of the Illinois Department of Central Management Services, Property Control Division, administering the $3.9 million dollar State and Federal Surplus Property distribution and reutilization programs. He works closely with executives and members of the Illinois General Assembly, the Governor’s Office, and other constitutional office holders. At a national level, Mr. Howard works with Members of Congress and federal agencies including the U.S. Department of Defense (DoD) and the U.S. General Services Administration (GSA) on issues impacting the transfer of Federal personal property to states. He currently serves as the Governor-appointed Statewide Program Coordinator for DoD’s Law Enforcement Support Office (LESO), providing logistical equipment and resources to Illinois police agencies. Last year, Mr. Howard’s office worked to approve a combined $45 million dollars in Federal financial assistance to more than 4,000 local governments and Not-for-Profit entities in Illinois. Mr. Howard is the creator of several innovative programs for the State of Illinois including the state’s first on-line web auction service (ibid.illinois.gov) to sell state surplus property across the Internet, and the state’s first Electronics Recycling Program. Previous technology accomplishments in the mid-90’s includes introducing audio and video streaming, web-cameras, and Virtual Reality technology to the State of Illinois website. Mr. Howard is a former Deputy Clerk (15-yrs.) for Springfield Township in Sangamon County and currently (since 2001) consults Clear Lake Township Officials serving as advisor to the town board. Other professional achievements include his service as the current President of the National Association of State Agencies for Surplus Property (NASASP, Inc); and past Vice-President, National Association of State Agencies for Surplus Property (2007) representing 67,000 member organizations (schools, police, fire, etc.) across the nation. Other memberships include ASTM International, Standards for Materials, Products, Systems and Services. Mr. Howard has been recognized through numerous committee and community awards such as Outstanding Young Men of America and by the City of Chicago Police Department for his service to law enforcement agencies, among others. He also currently serves as an active Auxiliary Deputy with the Sangamon County Sheriff’s Patrol and is a member of the Fraternal Order of Police, Lodge #53. His education includes certification as a Class A Shorthand Reporter (court stenographer) and Business Management coursework through the University of Illinois-Springfield (formerly Sangamon State University). Other interests include professional home building in the Sangamon County area. He and his wife Kim, step-daughter Zoë and three teen sons, reside in rural Sangamon County, State of Illinois. |
